The role of a Cost Manager is to support the programme and projects with production of budgets, forecasts and undertake cost management and reporting, supporting and monitoring performance.

They also support with the implementation of cost management processes and procedures, training people in these required standards, and delivery against them.

Job Responsibilities
  • Production and control of budgets / forecasts and expenditure profiles for all work within the construction portfolio, utilising approved work breakdown and cost breakdown structures.
  • Ensure that budgets / forecasts are produced in conjunction with, and agreed by, the various stakeholders involved in the project, so that complete and consistent plans exist for all necessary business and project activities.
  • Co-ordination and production of cost reports and updated budgets to a defined reporting cycle.
  • Analysis of trends and change within projects and the provision of feedback on areas of risk and opportunities.
  • Assist with the overseeing of the review and acceptance of supplier cost reports.
  • Analysis and integration of cost estimates and forecasts provided by contractors and suppliers.
  • Support the review of Change Requests and their implications on project budgets.
  • Support the monthly review of budgets and Latest Best Estimates (LBEs) in conjunction with schedule information to enable effective management decisions.
  • Conduct basic analysis on plans to provide insight to Project Managers that will help to enhance delivery and improve decision-making on the management of dependencies and critical path.
  • Support Project Managers to ensure project budgets / forecasts are appropriately challenged, defined and analysed. Share and challenge information on project scope, schedule and cost.
  • Maintaining the status updates of all budgets / forecasts on a monthly cycle to facilitate effective reporting of progress and variances.
  • Support the timely production of monthly Programme Board report, monthly Performance Report, Quarterly Project Report (QPR) and any other periodic reporting tasks in regard to costs.
  • Support the training of project personnel on the appropriate cost management processes and systems.


Experience Required

  • Experience working in a rigorous programme controls environment.
  • Degree or HND (or equivalent experience) in Engineering, Construction, Quantity Surveying or other related field is advantageous
  • Experienced in providing cost management of a major project or programme.
  • Detailed understanding of cost management methodologies and techniques including EV analysis, scheduling and Risk & Change management.
  • Familiarity with Finance systems such as SAP, SAGE etc.
  • Experience of report generation and ability to deliver to deadlines.
  • Experience of NEC forms of contract would be beneficial.
  • Will be an excellent communicator - able to build strong working relationships and work collaboratively with wider stakeholders across all areas and levels of the organisation
  • Have strong analytical skills with the ability to interpret and generate complex data with the skills to be able to communicate clearly to multiple stakeholders and different levels
